What the 2025 Acts actually say, who qualifies, what to carry, where to apply, and what happens after the order.
What the Government calls the Mhaje Ghar scheme is two legal provisions that came into force on 4 October 2025: section 38A of the Land Revenue Code for houses on Government land, decided by the Deputy Collector, and article 372-B of the Code of Comunidades for houses on comunidade land, decided by an Additional Collector with the comunidade's consent. Both cover a dwelling house built before 28 February 2014 by a landless person resident in Goa for fifteen years before that date, regularise only the plinth plus two metres, and gave six months from commencement to apply, extended to eighteen months by Ordinances of 10 April 2026. This journey quotes the Acts, the Rules and the forms published in the Official Gazette.
